NPC is a government servicing centre – out-school educative institution aiming at:

• Implementation  of the governmental policy for work with children and students on national level through organization of events for their leisure time  aiming at development of their individual  capacities and gifts in the sphere of arts, education and science, technics, sport and tourism;
• Forming culture in the organization and self-organization of leisure time and entertainment of children and students;
• Organization of schools of arts and foreign languages for children in pre-school age;
• Coordination of the organizational and methodical aspects of the municipal out-school educational institutions;
• Coordination of the activities enlisted in the National Calendar of Out-school Events by the Ministry of Education and Science;
• Development and participation in programmes and projects for stimulation the relations kindergarten – school, famili – social environment – children, parents, society.
